ESL Placement

Dear Parents and Guardians,

The New York State Education Department is modifying its regulations for the placement of children in ESL (English as a Second Language). Presently, ELL students placed in ESL classes must remain in that classification unless he or she passes the NYSESLAT test. 

However, the new CR Part 154.2 Regulations allow a child to exit ELL status if he/she scores at the Advanced/Expanding Level on the NYSESLAT as well as a 3 or higher on the NYS Grade 3-8 ELA Assessment, or 65 or higher on the NYS ELA Regents Exam.

In addition, beginning in September 2015, the New York State Education Department regulations will offer parents the option of reviewing their child's ELL placement at the time of registration. Districts are required to implement a review process by qualified personnel to determine if a student may have been misidentified. This applies to new entrants, and must be done within 45 days of entry. Final approval of said requests will be given by building principals and the Superintendent.
